Referring to your letter of the 4th of Nov, respecting a demand made at Hong Kong for the production of original certificates by certain officers of passenger ships trading with the port. I am directed by Mr Secretary Chamberlain to enclose for communication to the French Staff a copy of a despatch which has been addressed to the Governor on the subject.
